Fire Alarms – A Legal Requirement, Not a Choice
Fire safety is a legal responsibility for landlords across the UK. For rented homes and particularly HMOs, a certified fire alarm system is required under current legislation.
Regulations for England and Wales
England
- Smoke and Carbon Monoxide Alarm (Amendment) Regulations 2022 require at least one smoke alarm on each floor of a rented property.
- Carbon monoxide alarms are required in rooms with fixed combustion appliances.
- Landlords must ensure alarms work at the start of each tenancy. Penalties up to £5,000.
Wales
- Since 1 December 2022 (Renting Homes (Wales) Act 2016), rented properties must have mains-wired, interlinked smoke alarms with backup batteries.
- Heat alarm in the kitchen is required.
- HMOs should meet BS 5839-6:2019+A1:2020, typically LD2 or LD1 categories.

- Potentially lower insurance premiums.
Challenges
- Installation & ongoing maintenance costs (especially HMOs).

- Need for regular testing (at least every 6 months) and documentation.
- Legal exposure without proof of compliance.
HMO Requirements
HMOs face stricter standards: BS 5839-6 LD2/LD1 coverage (bedrooms & common areas), central control, and routine testing by competent engineers.
